Administrative Agreements

Purpose of Administrative Agreements

Administrative Agreements provide a flexible and efficient way for the City of San Diego and the Participating Agencies to implement specific provisions of the Second Amended and Restated Agreement (SARA) without reopening or renegotiating the Agreement itself.

They are intended to address procedural, operational, technical, financial, and administrative matters that support the effective implementation of SARA and the continued operation of the regional wastewater system.

Administrative Agreements are binding on all Parties and may only address matters specifically authorized by SARA. Each Administrative Agreement is developed through a collaborative review process involving the City of San Diego and the Metro Wastewater JPA and becomes effective only after receiving the approvals required by SARA.

Current Administrative Agreements, together with any future amendments or successor agreements, are maintained as part of the SARA governance framework and will be available in this section.

Ongoing / Evolving Nature

The Administrative Agreement process provides a flexible mechanism for keeping the Second Amended and Restated Agreement (SARA) current as regional wastewater operations, facilities, regulatory requirements, and cost allocation methodologies continue to evolve over time.

Rather than requiring SARA itself to be reopened or renegotiated, Administrative Agreements allow the City of San Diego and the Participating Agencies to address authorized operational, technical, financial, and administrative matters in a timely and collaborative manner.

As major regional initiatives, including future phases of the Pure Water Program, are implemented, additional Administrative Agreements may be developed to address matters specifically authorized by SARA.

Future Administrative Agreements may include such items as updates related to Phase 2 cost allocation, revisions to Exhibit F (Metro System Flow Formulas and Sampling Locations), and other technical, operational, financial, or administrative matters necessary to support the continued implementation of SARA.
