What is the Metro Commission?
The Metropolitan Wastewater Commission (“Metro Commission”) was formed in 1998 pursuant to the terms of the 1998 Regional Wastewater Disposal Agreement between the Participating Agencies (“PAs”) and the City of San Diego. The Metro Commission serves as an advisory body to the City of San Diego, providing guidance on matters related to the Metro System, which is owned and operated by the City of San Diego.
What is the Metro JPA?
The Metro Wastewater JPA (Metro JPA) was formed in January 2001. As a joint powers authority, the organization shifted from being an advisory committee to the City of San Diego and its Public Utilities Department (PUD) to a legal entity that could more effectively address regional wastewater issues.
What is the Purpose of the Metro JPA?
Our mission is to strengthen the voice of cities and districts outside the City of San Diego that contribute approximately 35% of the wastewater flows and $115 million of annual sewer system’s capital and maintenance costs (FY 2027). We are committed to ensuring equitable sewer usage rates for all member agencies and providing expert guidance to the City of San Diego’s Public Utilities Department (PUD) for the efficient and cost-effective operation of the Metro system.
What Agencies Participate?
The Cities of Chula Vista, Coronado, Del Mar, El Cajon, Imperial Beach, La Mesa, National City, and Poway, the Otay Water District and Padre Dam Municipal Water Districts, and the Lemon Grove and San Diego County (which includes East Otay Mesa, Lakeside/Alpine, Spring Valley, and Wintergardens) Sanitation Districts.

When Does the Metro JPA/Commission Meet?
The Metro JPA/Metro Commission meets on the first Thursday of every month at 12 P.M. at in the MOC II Auditorium, 9192 Topaz Way, San Diego, CA. Please check our agenda for the most recent items being discussed. The public is welcome to attend.
Does the JPA Have Technical Support?
Yes, provided by JPA’s Executive Team of administrative, financial and engineering consultants who support the Metro TAC (Technical Advisory Committee). The Metro TAC is made up of public works directors and engineers from the participating member agencies (PAs). These specialists provide authoritative recommendations to the JPA’s Commissioners.
